Is there a KeyDown event that gets fired when a key is pressed, regardless of what has the focus?

If no control has the focus, then the KeyDown event of the frontmost window is called. If no window is open, then no event is called. I'm not sure what happens if there is an open window that is invisible.

It doesn't work either. If It's visible but off-screen it does work.
