IB Algorithm

Hi Iliah,

Things are hotting up... Could you please provide a NAME, and an html file
describing the algorithm you have used.

When a person comes to select an algorithm, they will choose it based on the
NAME and optionally they can view the description and details from the html
file ( which is embedded into database of algorithms and shown in a dialog
box.

Can you let me know what to do about the VNG implemented from Ting Chen's
site... Shall I fully credit him for this... ie would it be correct to.. I
feel like it should be mentioned.
