I found it right after I posted. It can be found in the Y_UserInterfaces
plugin. In the window, drag a Y_UserInterfaces control to the window, in
open event of the window you just add Y_UserInterfaces.InstallToolbar. The
action for this button is in the Y_UserInterfaces control you just dragged
to the window.
