Japanese woes

Hello,

I have a simple application with 1 editfield control and 1
pushbutton control. Both controls have the font set to Osaka
and contain the same initial Japanese text/caption. When I run
the standalone version of this application the editfield control
correctly shows the Japanese text. The pushbutton does not
(It shows the Roman equivalent it seems).
This is with RB3.5.2 Carbon.
I have region set to Japan and Language set to Japanese in the
Build Settings window.

Now when I try with RB4.0.2 Carbon/OS X Japanese both controls
correctly display the Japanese text in the standalone app (I assume
it would work with RB3.5.2 Carbon/OS X Japanese too). Is this
difference correct behaviour?
Should I use the Japanese RB version when I want to release a
Japanese version of my app? I thought the only difference between
Japanese and non-Japanese REALbasic would be that controls in the
IDE would be Japanese too etc... and that there would be no
difference with the resulting application.
