Saving TIFF

I am using a plugin to save a picture as a TIFF which works as far as 
saving out goes but when I scale the resulting file in other publishing 
programs it looks fuzzy as though it were more bit mapped rather than 
vector.
Is there something I need to do with the data I am writing out?
