Sound.Stop in Win32 Not Working?

I have a game that plays explosion sounds. Sometimes this sound is replayed in rapid succession, and that's fine & dandy when done on a Mac, but Windows (XP) ignores the .Play while the same sound is playing. I can play a different sound while my explosion sound is playing, but I cannot get the same sound to replay until it has finished. "OK" he said, "I can fix that" ... so I did a ExplosionSound.Stop, then did ExplosionSound.Play ... and discovered that "Stop" has no effect in Windows. Is this true, or is it me? Has anyone else seen this behavior?
