This looks like the same problem in report "iauoddvt". The evaluation for that reads:

"The Declare statement does not support the dot syntax for constants in its Lib parameter. The Lib string must be a simple string or constant name. This is a design flaw which will hopefully be addressed someday..."


I wasn't using dots, but it could be the same problem.
