This may be the same as the issue I discussed some time ago that was a result of a change somewhere in the early 5.x cycle but RS said they can't do anything about and it working previously was an unintended side-effect.

it also affects anyone who is using a dialup modem and sharing that network interface at the same time as trying to remote debug.

The debugger binds to the wrong network interface.

The fix is quite easy but a bit annoying - before launching the debugger,
1) go into System Preferences
2) choose Network
3) from the Show popup, choose Network Port Configurations
4) drag the Built-in Ethernet (or possibly Virtual Switch in your case) to be the topmost Port Configuration
5) click Apply Now

Whilst you have it at the top like this you stop normal use of the other network but you can revert the order once the RB remote debugger has successfully launched the remote app.
