I am experiencing the same problem with the OLR - nothing but a
rectangular white box. I also use two monitors and had the OLR on the
second monitor, but do not recall any time when RB has run without both
monitors present.
I first encountered the problem the first time running RB after
installing the last OS X (3.9) security update. I inadvertently clicked
'restart' without first shutting down RB (probably not the smartest move
:-) ). Since that restart selecting OLR from the Help menu 'appears' to
do nothing (no LR window), but the Window menu item show 'Language
Reference' as the active window. The RB icon in the dock must be clicked
to get the 'blank white box' to show up.
Removing the preference files has had no effect. I completely removed RB
and the preference files, re-installed RB and started it up - the LR was
back! - but only for that run. The next time RB was started (and since)
it was back to the white box situation. I have not been able to find any
way to get the LR back permanently, so I've just been viewing it either
in Safari or on the Windows box. Haven't filed a bug report because I'm
not exactly sure what the cause of the problem is. Doesn't matter if I'm
using the R2 build or R3beta build, still no LR. Is there perhaps data
stored somewhere other than in preferences or in the RB directory that
has been corrupted? Does anyone have any idea(s) how to get the LR back
for more than one RB session?

Nope. There aren't that many preferences and most are XML files that
you can copy elsewhere to save. If they aren't in your preferences
folder, the app won't see them. Either way, you are responsible for
restoring them if needed.
My advice. Toss them and re-set what you must the next time you run RB.
