TAPI over Windows XP dialer

I just got a mail from a supplier from one of our customers.

"We deliver telephone systems (IP and digital) from Avaya (Lucent). We'd like to know the possibilities of interfacing your software with our Avaya IP Office TAPI driver. This would mean that they could dial out from a contact record by clicking a button. Dit can be done by default from the IP Office for Outlook contacts by using the dialer from Windows XP"

Now I don't have a clue what the dialer from Windows XP is. Can someone help me out here (fellow PC RB developers?) and tell me what it is, how it's implemented in the system, can it be accessed and more importantly, can it be accessed from REALbasic? I would start looking around for more info, but I need to give an answer before tomorrow afternoon, quite urgent :-)
