Menu editor "read-only"?

Hi,

I'm working on a project in RB 5.5.5 where the menu bar editor has  
turned to "read-only" somehow... I cannot add new menus or menu  
items,. the green "empty" box has disappeared. Restarting RB didn't  
help. New projects have a "normal" menu bar. What's wrong here?
