That loophole has changed with later versions of VMS. My system
requires (and checks) 14 or more characters for any account with a
System UIC or elevated privileges. It can even authenticate against
other systems instead of just using its internal database. Amazing
how many new tricks you can teach this old dog. It's still alive and
well and celebrating its 30th birthday this year with a new release
on its third architecture (VAX, Alpha and now Itanium).
