I rarely see the big version of the scrollbar.
So it's the standard in Win32 and the big (mostly unused) value of  
Macs (in my opinion, the big scrollbar is ugly).
I'd prefer to have both a "big" and a "small"  version of the scroll  
bar in the controls pane (so that I never care about the "big" one).
