Too bad that none of the "references" quoted actually deal with
anything outside of the Roman character set. Diacriticals ALWAYS
occupy space above the Capital, and are included in the "point size"
calculation.
If they did, you'd find that the point size *includes* the
diacritical area, but does NOT include the descender -- at least on
computers.
(And my credentials include working on *several* text layout engines
for multiple word processors and page layout programs, and did
computer-based typographic layout BEFORE there as a Mac -- or even MS/
DOS)
