I've seen a lot of fonts where the capitals with accents are shortened to
allow for the accent. (I work a lot in Spanish) I've also seen a number of
characters (Swashes, Italics, etc.) that purposely print outside the bounding
box of the character.

This still doesn't address the fact that a 72 point Helvetica capital H comes
out 72 points high when set in RB for Linux and comes out 51 points high when
set in every other program, including all of those you listed.
That's why I filed the bug report.
