Well, I'm not positive by any means, since I'm currently running Ubuntu,
but the thing about Windows is that virtually every setting is,
ultimately, read from the registry. I haven't the foggiest notion of
what key(s) would be involved, but you might be able to sort that out
yourself by installing a registry watching program and making the
change. Something like this-

I'm not sure if there's a WIN32 interface for switching the mode of a
USB drive, but if so then that could be the way to go, so you can avoid
straight registry hacks.
I should point out that, unless something changed recently, connected
flash drives default to the performance mode. Also, you should advise
him that NTFS requires a lot more writes to disk than FAT/VFAT, so he'll
hit the end of life on the media that much faster, and gain almost no
benefit from it.
