I am glad that, thanks to a very intelligent customer and hints from Joe
Huber, I can now answer my own question.

What the customer did, was install a new version of QuickTime, but not
allowing it to make some registry changes (his copy of BitDefender warned
him about it, and he just did not want to allow the changes). This left him
with a non-functional install of QuickTime.

Picture Patrol can run without QT, but as it now turns out, not with a
non-working install of QT.

After a fresh install of QT, and allowing the registry changes, Picture
Patrol runs flawlessly again. Happy customer, happy me.
