Ok, I finally got a chance to sit down and look at it.
When you view the History folder, normally an explorer component notes
the special folder status and loads the history panel instead of showing
you the contents of the actual folder. Copy the history folder someplace
else, and you can view its real contents. There's a file called
History.IE5, which is just a zipped file, and as I suspected, the
index.dat contains the actual history.
So, you should be able to extract that file, and parse it, via
<profile>\local settings\history\history.ie5, which _should_ be the
actual file. If Windows continues to give you grief about it there may
be some other steps you'll need to take.
