HTMLviewer won't launch App from link

Mac OSX 10.5.1 RB 2007 R5

I wrote a very simple little app to auto refresh a view of a web page.
  Sometimes a link named "join"  appears on that page.
When this link is clicked while using Safari, Safari will launch an  
app (Redline)  on my computer.
  HTMLviewer does nothing when this "join" link is clicked. Is there  
any easy way to get my Real Basic app to
launch the Redline app when "join" is clicked? Or, is this a  
limitation of HTMLviewer.

My current workaround is to launch a browser when a "join" link needs  
clicked.

P.S. As an OT side note, is there any way to get Safari to auto  
refresh a web page?
