Computer Science != Software Development
I think what you are meaning is Software Engineering. However,
software engineering > software development too. Software development
is a subset of the total topic. It could be argued that software
engineering is at least an equal mix of "art" and "science", but that
is neither here nor there (or roughly halfway to either pole).
The Software Engineering program is normally hosted within the
Computer Science department rather than the Business or Education
department even though they too have computing coursework and
sometimes have coursework that dabbles into the realm of
programming. The real question; Why should it, the department, be
called the Computer Science department? Maybe because we have things
like Business Computing (using Excel) and Educational Technology
(using computers in schools) and even Technology Education (using
power tools and such) programs. It, the Computer Science department
as well as the Software Engineering label, do provide some clarity.
