Norman is from Canada as am I. I'm in Ontario so engineers are licensed by
Professional Engineers Ontario. It's a semi-governmental agency. You have to
be licensed to call yourself an engineer. To apply for a license you need to
graduate with an accredited engineering degree. There are software
engineering degrees in Canada but they are relatively recent.

The big difference is that in the US anyone can call themselves a Software
Engineer. In Canada you have to have an accredited degree.
