Lively is brand new, still in alpha I think, but it's essentially a
3d chatroom sort of deal. I haven't checked it out because the linux
version isn't available yet. I believe it's all in browser.
I think straight Flash would be difficult to get any real degree of
3d in, and I've always found it a pain the butt to get it to do much
of anything. Doing chat with RB is about as dead simple as it gets,
but depending on what all you want to do with the Flash elements I'm
sure it could be very difficult.
I suggest Java solely because it's fairly mature, from what I've
seen, when it comes to mixing and matching media elements, as well
as offering cross platform options. It's also a pain in the butt,
especially compared to RB, but that's how it rolls.
Maybe you can describe some of what you want to do, see if anyone
here has an idea on how to do it?

yeah flash it self really doesn't do 3D, think you need some sort of
plug in or something.
Well it's not so much what I want to, as is what I was asked.
I was asked -
" chat program that eventually would allow people to customize
their avatar and allow chat the world. Wouldn't need to be 3d at
the start but eventually
would be the way to go."
"as long as down the road we can at least display flash content in the
chat session"
But if I can't its not a big deal being it's not a high priority, also
its an idea they were kicking around.
