Greg,
I am running Vista and do not see the problem, can you provide some steps to
reproduce?  Perhaps I'm testing with the wrong control?
Here are mine:
1. Add checkbox to window
2. Add a HelpTag message
3. Run
4. Hover mouse over checkbox
5. HelpTag shows
