I don't know about libraries, but for what it's worth, you can certainly do this in RB -- take a look at the old Offworld project for example: <http://www.strout.net/info/coding/rb/offworld/>. There are several types of gauges in that, which you can see in the screen shot. It's all done with Canvases -- feel free to inspect the source if you like.
