At one point this was the expected behavior on both Windows and OS X and perhaps Linux. The OS X Finder still behaves this way, so I don't believe that the current behavior could be considered a bug. I'm not sure what the current trend for this is on Windows or Linux, but if you want a different behavior it is easy to change in the CellTextPaint event.
