1. A toolbar that works cross-platform

The built-in toolbar IS cross platform.

2. A tree list view that allows for different images for different levels

You can do this with a list box

3. A control that I can't think of a name for, but it sits below a list and contains add/remove buttons and a little gear-wheel drop- down menu, together with a handle to change the width of the list pane (does such an individual control exist)?

I've got a plus/minus control on my site that you could adapt....
