Apple's doesn't look like an animated GIF. GIF wouldn't allow that kind of nice anti-aliasing around the edges of the lock. (They might be including the background as part of the image, but I doubt it.) I suspect they have simply created several frames of their image as PNG or similar format, and cycle through them on a timed basis.
