Yes.
The thing is this, I need to develop an app for people that with
visit very poor communities and once in a whiule , after visiting
soem towns will be able to connect to the internet and download and
upload information. Yes I know we can deploy all Mysql, apache and so
on... just looking for alternativies and of course new points of view
on how would you handle that.
Until now I have been thinking on a mix application that works
locally with its own database and connects to main system when available.

I certainly can't speak for Tom, but in my own work it's quite common to
deploy apache, php, and a database on either an existing machine or a
separate server. A tcp network is a tcp network and all.
